🌆 RISE-IN: Investing in resilient cities

Cities are on the frontline of climate change, facing rising threats from floods, storms, heatwaves, and sea-level rise. Traditional approaches often fall short — projects end when funding ends, leaving communities vulnerable. The EU-funded RISE-IN project is changing that by linking climate resilience to finance and investment.

Launched in 2025 under HORIZON-MISS-2024-CLIMA-01-06, RISE-IN brings together 27 partners from 15 countries to pioneer the concept of Bankability Readiness Level (BRL) for climate-resilient solutions. The project will test this framework in Cesena (Italy), Christchurch (New Zealand), and Póvoa de Varzim (Portugal), demonstrating innovative flood management measures such as nature-based solutions and advanced runoff management.

Beyond technology, RISE-IN places citizens and local authorities at the heart of co-design and co-creation, ensuring that resilience strategies meet real community needs. It will also engage banks, insurers, investors, and philanthropists to explore innovative financing models that keep solutions alive long after EU grants end.

Replication roadmaps in Ghent (Belgium), Kadikoy (Türkiye), and Zhytomyr (Ukraine) will scale results across Europe and beyond — with Zhytomyr offering a unique test case for climate-resilient reconstruction in conflict-affected regions.
